Road infrastructure takes up a significant proportion of the land use in cities. This city infrastructure is essential for the mobility of people and good, yet the default program of it today is mostly centred around the use of automobiles. The concept of Complete Street shifts this framework into the design of road and streets that are accommodating to all types of users, such as pedestrians, cyclists, and transit users. Complete Street prioritise the need of mobility of the people rather than cars. Prioritising on moving the people also means that the streets are designed to be safer for use. In addition, Complete Street highlights the need to enhance the socio, economic and environmental quality of the place.

With Complete Street, roads are easier to travel for all types of road users, all types of ability and age groups. It also provides options for travellers because it allows a variety of transportation modes. It improves the connectivity of places, neighbourhoods, and the urban and rural areas. It also helps builds safer, healthier and more accessible communities due to the improved environmental qualities. Complete Street also promote the improvement of economic and social value of the places.
