Smart City vision opens a new way of engagement between the cities government and their citizen with the creation website platforms to communicate policies and information. This initiative is also supported by various legal documents that push the idea of transparent government. A study was conducted to evaluate how well the local city governments in Indonesia are using information technology to achieve “good governance”. Good Governance is defined as how well the government optimise public service through its management, accountability, transparency and creating technical regulation. By assessing the 98 cities’ government websites and open-access public information websites, Mutiara et al (2018) had found that the cities government have yet to maximise the potential of the ICT platform that they created to provide public information and meaningful engagement to the citizen. Despite the potential and the demand for more open and convenient governance from the citizen, the cities government in Indonesia still short from executing their legal responsibility in providing transparent and engaging governance or good governance.
