Organizational Conditions Influencing the Depth of Technology Enactment
There are four organizational conditions of governments that may influence the depth of technology enactment in smart city projects. The success of a smart city project usually depends not on how advance the technology that is being adopted but by the social, cultural and environmental attributes, such as political stalemates or interest conflicts in organisations. Further, the combination of these four organisational conditions can determine the level of “smartness” of the smart city projects.
- Financial capacity of government organisation
Governments’ financial capacity refers to the ability of attracting, absorbing, allocating, and managing financial resources to provide stable public services and deal with future unforeseeable events. With greater financial capacity, governments are more likely to invest in innovations and to adopt new technologies.
- Information sharing between government organisation
This include three key dimensions, technical infrastructure (related to software, hardware, and communication networks), trustful inter-organisational relations and political attitudes.
- Human resources of government organisation
Lack of sufficient human resource to deal with routine jobs, then there is a high motivation of the governments to adopt intelligent technologies.
- Leadership of government organisation
Supportive leadership, including leaders’ political commitment, long-term involvement, and
attention paid for the smart city projects will contribute positively to the success of technology enactment.
