Measurement Tool of Perceived Bureaucratic Readiness

Much of the discussion on the Smart City concept are related to the implementation of technological aspect. Pratama and Imawan (2019), thus explore the government bureaucracy aspect of the implementation of the concept to analyse what are crucial elements to get a successful smart city.

Much of the discussion on the Smart City concept are related to the implementation of technological aspect. Pratama and Imawan (2019), thus explore the government bureaucracy aspect of the implementation of the concept to analyse what are crucial elements to get a successful smart city. With the study built from change management literature, Pratama and Imawan discovered four dimensions of readiness in the implementation of smart city: the commitment of the upper level government (mayors and senior civil servants), clear and comprehensive regulation, IT resource and governance capability. This tool of measurement could help assess the city manager readiness for smart city implementation and mitigate the internal weaknesses of the government body and prepare for intervention for the success of the smart city.
